the Caldari Navy issued upgrade requirements that specified further enhancements
to its ability to hit at range together with considerable improvements to defensive
shield systems. Overhauling and expanding the energy systems and core processing
systems to support these changes called for many changes to the base Cormorant's
design. A joint tender from the megacorporations of the Ocean Faction proposing
a total rebuild of the internal workings of the ship won the day. The resulting
Caldari Navy variant of this proven railgun platform is ideally set up for sustained
long-range engagements.

The Cormorant Navy Issue is one of four faction destroyers added to the game in the 2022 Uprising expansion. As the most powerful ships allowed in small NVY complexes, they are very popular in low sec PVP.
Compared to its Tech One variant, the Cormorant Navy Issue loses a high slot and gains a mid slot. This, combined with its bonus to shield boosting, means it can fit a surprisingly strong tank.
Despite the loss of a high slot (and a turret hardpoint), its damage bonus means that its DPS will often be higher than that of its Tech One variant.
