Summary

The Hookbill is the Caldari Navy faction frigate. It has 3 launcher slots and bonuses to missile velocity and (mainly) kinetic damage. While it is possible for the Hookbill to fit light missile launchers, most are fitted with rockets and take advantage of the velocity bonus to push their range out to near 14km. The Hookbill's main distinguishing feature is its 5 mid slots, allowing it to fit a variety of shield tank and tackle modules, which can make it an effective, if somewhat expensive, tackler or give it unprecedented range control in solo situations.

Tactics

Because the Hookbill has five mid slots, it is one of the only frigates that can viably fit double webs. This can give the Hookbill outstanding range dictation, and, as rocket damage varies inversely with target velocity, allow it to consistently employ nearly its full theoretical DPS. Double webbing allows the Hookbill to stop almost anything in its tracks, and can even keep a Dramiel within killing range, something few ships are capable of.

The five mid slots of the Hookbill also allow for a "dual prop" setup that's popular among those who like tackle but wish they could do damage too. Most tackle ships have to use their MWD to get in close and simply accept that their speed with drop dramatically when they get into close-range and the enemy's warp scrambler turns their MWD off, or they can use an afterburner which will stay on under scram but trade speed for it making it less likely to land the tackle in the first place. By using the wide array of mid slots to fit both an afterburner and an MWD, a dual prop Hookbill doesn't need to make that choice: the MWD is used to run the target down and land the tackle, and when that gets shut off by the enemy warp scrambler they can turn the afterburner on and keep up transversal speed to make it harder for the target to shake them off.
