It is difficult to fill the Buzzard's mid slots without running out of CPU or using co-processors, making it perform below average for a lower skilled pilot, but for a pilot with Covert Ops V and top notch fitting skills it can be the best in its class.
Skills
It is essential to train Cloaking IV in order to use the Covert Ops Cloaking Device II. The Buzzard, like any Covert Ops frigate, should not be undocked without this module fitted.
Astrometrics IV, Astrometric Acquisition III, Astrometric Pinpointing III and Astrometric Rangefinding III make a good skills base for scanning.
Covert Ops IV is nearly essential to make fitting the Buzzard possible (due to the enormous reduction in CPU diverted to the cloak once this skill is trained), and Covert Ops V allows significantly more fitting flexibility.

"Buzzard" is a generic name applied to a wide range of birds of prey. The common European buzzard is a fairly large raptor with distinctive "spread-finger" wingtip feathers; it spends much of its time perched, watching its environment attentively.
